The transfer of ownership process is completed by the purchaser (buyer) of Coast Guard Documented vessels. As far as the Documentation, the seller’s only duty is to complete the notarized CG-1340 Bill of Sale. If you need to download a blank CG-1340 Coast Guard Bill of Sale, you may do so via the link below:

If there are liens or mortgages on the vessel, the seller should ensure they are discharged prior to the sale. You may process a vessel Abstract of Title CG-7043 to verify if there are liens or encumbrances on the vessel via the link below:

The buyer/purchaser of the Coast Guard Documented vessel may complete the application for the Transfer of Ownership via the webform application below:
https://unitedstatesvessel.us/transfer-exchange/
NOTE: The reverse side of the CG-1270 Certificate of Documentation may be notarized and used in place of the CG-1340 Bill of Sale.
NOTE: The vessel Documentation does NOT need to be current in order to facilitate the transfer of ownership. If the transfer of ownership is successfully processed, the buyer will receive updated and current vessel Documentation automatically.
If the Coast Guard Documented vessel is sold to a foreign national (non US-citizen), a Deletion from Documentation CG-4593 must be processed. You may file the application for deletion from Documentation via the link below:
